Climate change is an often-cited key driver of change, and one of the key ways in which it will drive future policy decisions is through heat. Heat is relative, of course, but it is enough to get a few extra degrees for societies to become stressed, as evidenced by train cancellations and problems with power grids in many of the affected areas.
At some point, as our internal systems point out, heat drives a more general governance failure - undermining confidence in institutions and decision makers.
